- First stage (2021-2022): action plan with risks, indicators, monitoring and evaluation
- Second stage (2023-2024): implementation of the action plan and introduction of innovations in the field of physical culture and sports
- Third stage (2025-2028): increasing the competitiveness of Ukraine's physical culture and sports sector in the world
Priorities
1. Regular physical activity (from 1/3 to ⅔ of the population — indicator for Scandinavian countries):
- conditions created for the needs of different age groups
- participation in sports events and medical check-ups is accessible to all
- development of a system of recreational activities
- integration of sports facilities into the design and construction of public spaces
1. A physically active nation:
- social advertising on television
- communication strategy for forming healthy habits in society
- promoting the creation of a fund for the development of sports and physical activity to improve the material and technical base of sports
- pilot project ‘Money follows service’ in the system of mass sports and health fitness
- holding publicly accessible sports events for active family leisure in places of mass recreation — support and coordination of regional centres ‘Sport for All’
- development of safe routes for hiking, cycling and water tourism
- development of new approaches to physical education (training) in educational institutions as an integral part of a healthy lifestyle
- implementation of recommendations for doctors, including family doctors, to prescribe physical activity as an effective means of reducing the risk of non-communicable diseases
2. Exercise and sport are an important part of the economy and employment:
- mapping measures to assess the economic impact of sports services
- public sector: creating conditions through legislation, support, infrastructure and training; sports organisations: attracting people and organising events
- general rules and requirements for assisting sports organisations
2. High-performance sport. There are many expected results: no lower than 21st place in the overall team standings at the 2028 Olympic Games and no lower than 20th place at the Winter Olympic Games; no lower than 10th place in the overall team standings at the Deaflympics and Paralympics; achieving no lower than 10th place overall at the World Games; hosting at least 80 international competitions in Ukraine:
- ensuring the activities of youth sports schools and reserve sports
- ensuring a system of incentives for coaches and athletes to achieve high sporting results
- ensuring the effective operation of the National Platform for the Prevention of Manipulation of Sports Competitions and the Fight against Match-Fixing
- improving the quality of sports medicine
- improving scientific support for athletes
- self-sufficiency of sports federations
- regular holding of official international sports competitions in Ukraine
3. Exercise and sport as foundations of values (following agreed rules, respecting peers and competitors, and being able to win fairly and lose gracefully):
- sport as an effective educational and inclusive element that helps to expand collective participation and integration
- a way to engage volunteers and spread Olympic values (environmental sustainability)
3. Sports infrastructure:
- inventory and digitisation of all sports infrastructure facilities, their maintenance and use (analysis and monitoring of the condition of facilities in the regions)
- creation of a network of modern and attractive sports facilities in residential areas and places of mass recreation
- making changes to land-use planning (parks for physical activity and outdoor sports, safe bicycle and pedestrian paths)
- creating multi-sport complexes, including five modern training centres for athletes
- a regulatory framework that will encourage investors, patrons, and sponsors to build, restore and reconstruct existing infrastructure
- ensuring unhindered access to sport for people with disabilities
4.Estonia is well represented at the international level:
- ensuring regular, varied and planned training for children and young people in sports clubs and schools
- regional and national training centres for children and young people are systematically established and developed
- higher education institutions (with flexible working hours for teachers)
- improving the financial model and legal changes to support top athletes
- supporting research in sports, medicine and rehabilitation
- hosting international competitions and events in Estonia
