Poliklinika: concept of a business residence and housing for IDPs // Slavutych city

What do we offer?

A solution to accommodate IDPs and businesses in the city, create new jobs, a new round of economic growth and efficient use of old buildings.

Together with the Lithuanian architectural firm PUPA, we developed a concept and preliminary design on a pro bono basis on the premises of an old clinic in Slavutych.

We propose to test the format of a business residence, where we will provide entrepreneurs with a full package of support: space for work, housing (for their families and the families of their employees), recreation and leisure.

The business residence programme is a mix of industrial, commercial, social and residential spaces in one place.

Architectural approach

An attached construction with balconies will help to get rid of the feeling of a hospital and create comfortable apartments

Rooftop life – public space as well as private homes

Modernisation and insulation of the building, installation of solar panels on the roof for energy sustainability.

We offer two key principles for cities and communities to adopt in addressing the challenges posed by full-scale invasion.

1. Abandon the decision to build separate neighbourhoods or container towns - we need to integrate people into the city. In order to effectively engage displaced people after they move, it is necessary to reconstruct existing buildings or build houses from scratch in different districts. Instead of creating a single residential neighbourhood isolated from the rest of the city.

2. The efficiency of modern cities is measured in the multifunctionality of infrastructure. To create any new building, it is necessary to make it a rule to provide it with at least three functions:

- residential

- commercial

- public

Slavutych is a pilot city whose experience we plan to transfer to other small towns in Ukraine.

After the de-occupation of the Kyiv and Chernihiv regions, Slavutych became one of the cities that provided shelter to IDPs. There is a clinic building in the city that is not used for its intended purpose and has been empty for 9 years.

We offer to turn it into a business residence and housing for internally displaced persons. Slavutych is already actively helping entrepreneurs from the occupied territories to resume their business and providing them with homes. As a result of the reconstruction, we will get 3,000 square metres for commercial and industrial activities, a psychological support centre (as part of the initiative of the First Lady of Ukraine Olena Zelenska) and 140 apartments.

Slavutych was chosen for the pilot project because it has:

  • enough free places in schools and kindergartens 
  • centres for children with temporary functional disorders or disabilities 
  • a branch of the Kyiv Polytechnic Institute
  • 5 sports and recreation centres 
  • 2 swimming pools
  • 2 independent heat sources in the district heating system 
  • high air quality and proximity to nature

All that is needed is additional space for work and living, so that the citizens affected by the Russian aggression can enjoy a high quality of life again. The rest will be provided by the city right away.
